States missing out on extra unemployment benefits Abridged: Associated Press

COLUMBUS, OH -- More than a half-million unemployed workers in several states are missing out on extended federal benefits because of the way laws in their states are written.

The economic stimulus package allows states with high unemployment to provide up to 20 weeks of extended federal benefits to workers who have exhausted other government benefits. But 13 states and the District of Columbia have laws written in a way that prevent them from qualifying for the money, according to a study by the National Employment Law Project, which promotes policies and programs that assist workers.

Changing the laws would enable roughly 540,000 unemployed workers to qualify for 13 to 20 weeks of extended federal benefits. Without the change, workers whose federal benefits run out this month or next month could be left without any payments in the midst of a worsening job market. The states are Alabama, Arizona, California, Florida, Georgia, Illinois, Kentucky, Maine, Mississippi, Missouri, New York, Ohio, Tennessee and the District of Columbia.

WASHINGTON, D.C. -- The president's top economic adviser said it's impossible to predict when the recession will end and cautioned that monthly job losses are unlikely to end soon. Lawrence Summers, director of the White House's National Economic Council, said that job cuts are "probably not going to stop imminently." When asked if the economic downturn is over, he said, "no one can make that judgment." Any recovery will take time and require attention to the nation's financial system.

The jobless rate climbed to 8.1% last month as U.S. employers cut 651,000 workers from payrolls. U.S. gross domestic product is forecast to contract this quarter after shrinking at a 6.2% annual pace from October to December, the most since 1982. White House chief economist Christina Romer said the Obama administration is staging a "wonderful battle" against the recession and predicted the stimulus plan will help revive growth. "It is an economic war," Romer said. "We haven't won yet. We have staged a wonderful battle."

The economy's "fundamentals are sound," though "we know that temporarily we're in a bad situation," Romer said. She said she stands by an administration forecast that the $787 billion spending and tax-cut plan will save or create 3.5 million to 4 million jobs.
